Vestre Toten Rådhus AS c/o Sagatunet invites tenderers to a competition for a contract for "VO Sagatunet – renovation and extension". Sagatunet was erected in 1985 and currently houses a health centre, adult education, home care services and two doctor offices for Vestre Toten municipality in Innlandet county. The building is located in the centre of Raufoss, close to, among other things, several business buildings, taxi centre and Raufoss station. In order to cover the future needs, it has been decided to renovate parts of the existing building and expand the capacity with an extension. The extension will be established on parts of the existing parking area, together with a new parking lid on the "direction" of the new building. The services that shall be offered in the new centre is a co-operation between Vestre Toten, Østre Toten and Gjøvik municipalities. See the attached documents for detailed information. This notice is publication no. 2 of the competition. The previous version was cancelled due to significant alterations in point "F.3 Regulation" in the contract documentation.

The climate and environmental impact of this procurement has been identified to include climate gas emissions from materials, energy use, transport, as well as emissions, pollution, increased extraction of raw materials and waste production. Emissions from materials and energy use in operation are considered to be the most important points in regard to climate impact for this procurement. In order to reduce the climate impact from materials, the contracting authority has chosen to set requirements for maximum emissions for the most used materials in the project. The threshold values from the Green Material Guide, EBA, DFØ and market surveys have been used. The emission values shall be documented by AN EPD that is presented to the contracting authority. Energy use is reduced by inserting a new ventilation aggregate in the existing building with a high degree of effect and a low SFP factor. The extension generates some excavation works, but there are no requirements for vehicle/road transport beyond Euro 6. Contractors are required to prepare a plan for transport to and from the construction site. In order to reduce the environmental impact of waste production, there is a requirement for 90% source sorting of building waste and requirements for a maximum of 25 kg/m2 (BRA) except demolition waste. A maximum amount of waste gives the highest points in BREEAM NOR and is assessed to be best practice in the industry. The threshold values chosen represent best practice level for emission values of materials. Using the threshold values together with the other requirements in the contract, we have assessed, in our knowledge and experience, that the market is unlikely to be able to deliver solutions if criteria can clearly provide better climate and environmental effect. Vestre Toten kommune ́s assessment is therefore that in order to reduce the climate and environmental impact of this procurement, the exclusionary provision is used in the PPR § 7-9 (4), as it is clear that the use of climate and environmental requirements has a better climate and environmental effect than the use of the award criteria as described in PPR §7-9 (2).
