Through this invitation to tender, the Management Projects department wishes to enter into a framework agreement for the provision of architect and consulting services on several renovation and reconstruction projects. Management projects only want 1 contracting party where the tenderer shall cover the advisory needs required for the individual assignments. It is not possible to submit tenders for only 1 discipline, but cooperation can be entered into to complement the tenderer's own resources.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Description of requirements/documentation:

Requirement: Tenderers must be a legally established company. Documentation: Tenderers are required to present documentation showing that they are registered in a trade register or other registers of business enterprises as mandated in the law in the country where they are established. Documentation for Norwegian tenderers are for example a company registration certificate from the Brønnøysund Register Centre. The documentation must not be older than 6 months, from the tender deadline.

Økonomisk og finansiell stilling: Other economic and financial requirements
Minste nivå(er) av standarder:

Tenderers must have the financial ability to carry out the contract. Documentation: The contracting authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. Tenderers must be in risk class 5 or higher on Experian's scale. Tenderers are expected to have familiarised themselves with registered information on the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If a tenderer knows that the requirement regarding the financial capacity to fulfil the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms/explains a satisfactory financial capacity to fulfil the contract. If the contracting authority’s credit information about the individual company does not include a credit rating, or if the tenderer, for other reasons, does not meet the credit rating requirement, the contracting authority can seek to have this documentation requirement met in another manner, either by assessing whether the economic ability is satisfactory based on other information that is available in the Experian solution, or by obtaining other documentation.

Teknisk og faglig kapasitet:

Tenderers have, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years' experience and can take experience from the period before the last three years into consideration.

Minste nivå(er) av standarder:

Experience is required from at least three equivalent assignments. Equivalent assignments are defined as buildings larger than 100 m2 over more than one floor. Documentation of excellent implementation ability is required. Documentation proof: Tenderers must be able to present a list of the most important deliveries or services provided in the past three years, this must, as a minimum, include the following information:

A brief description of the assignment (type of buildings, energy classification, area)

Size or value of the assignments.

Date (contract period)

Names and a brief description of the clients.

Telephone no., e-mail address of the clients' contact persons. Relevant clients from the list may be contacted.

The tenderer must have the necessary capacity and expertise to meet the needs associated with delivery of the assignment. The offered key personnel shall as a minimum have 5 years' experience and formal competence in their areas of knowledge. Key personnel is in this context defined as every professional offered. Documentation: An overview of staffing for this assignment with CV's of the key personnel who will carry out the assignment shall be enclosed. It is not necessary to provide information on other concrete persons in the project organisation, and it shall only be provided for one concrete person in each of the roles. The CVs can have annexes and a particular account is wanted of relevant projects where the offered key persons have had equivalent roles, and which are appropriate for identifying competence of particular importance for the assignment that will be carried out here.
