An agreement for the procurement of a patient alarm systems

Sandnes kommune

The contracting authority needs to enter into a framework agreement with a supplier for the delivery of patient alarm systems for the contracting authority's nursing home, residential and activity centres, and to other buildings that may need this. The framework agreement shall include the tenderers full participation in the planning and implementation of patient alarm systems, as well as the subsequent service and supplementary purchases for systems purchased under the agreement. This shall include participation in inspection and preparation of the implementation plan for locations, ordering of equipment, coordination with third parties/other disciplines, installation of equipment, acceptance test, handover, and service agreement.

The agreement shall include a contest for delivering patient alarm systems to Byhagen residental and activity centre (hereinafter referred to as the centre). The building is located in the central area of Sandnes and is divided between private rental flats and a municipal residential and activity centre. For a more detailed description of the building and its infrastructure, see the description in the annex.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1 - Tax certificate.
Tenderers must not have considerable tax and VAT arrears, unless an approved repayment schedule is presented.
Documentation requirement 1:
Norwegian tenderers:
Tax and VAT certificate, not older than 6 months. The certificates can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers
A certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established. The certificate must not be more than 6 months old.

Requirement 2 - the tenderer's organisational and legal position:
Tenderers must be registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Documentation requirement 2:
Norwegian tenderers: Company registration certificate.
Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Requirement 3 - The tenderer’s economic and financial capacity:
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Tenderers must as a minimum achieve a rating of 'Credit worthy’, i.e. the tenderer must be in risk classification 5 or better on the Experian credit rating scale.

Documentation requirement 3:
As documentation the contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian).
Tenderers are expected to have familiarised themselves with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

When submitting the tenders, the tenderer can enclose a credit rating from a certified credit rating agency verifying that the tenderer complies with the requirement. The credit assessment must be based on the last available accounting figures.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Requirement 4 - the tenderer’s technical and professional qualifications:
The tenderer must have experience from delivering patient alarm systems, including operation and maintenance thereof, to a public health institution with round-the-clock service of similar extent as requested in this call for tenders.
Equivalent extent means a contract with a value of minimum NOK 3 million, excluding VAT or higher.

Documentation requirement: Tenderers must attach a list of the most important relevant assignments the last 3 (three) years. The description must include a statement of the assignment's content, value, date, and recipient (name, telephone number and e-mail address). It is the tenderer´s responsibility to
