The Norwegian Police Shared Services (PFT), hereafter referred to as the contracting authority, shall, on behalf of the police, the Norwegian Police Security Service (PST), and the Norwegian Directorate of Immigration (UDI), enter into a framework agreement for air travel broker services. Further details on the contracting parties, including who is defined as a Client in accordance with the contract, is stated in Annex 4 - Administrative regulations.
The probable total estimated value of the contract is NOK 34 million during the agreement period including options, as well as reservation against unforeseen incidents or major changes, and the estimated value for the option. See the tender documentation for further information.

Kort beskrivelse:
The contract will cover the Client's need for air travel broker services. The objective of the agreement is to secure an air travel broker who, among other things, will be responsible for the chartering agreements with relevant services such as handling, catering, diplomatic applications, etc. At certain occasions, the Client has a need for chartering aircrafts. The requirement is mostly in connection with large deportations from Norway, where scheduled flights are considered unsuitable. The chartered flights will include domestic and international flights. A secure and good service is critical for the Client.

Qualification Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

Qualification Requirement:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement:
- A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Tenderers must have experience from comparable assignments.
Minste nivå(er) av standarder:
Description of up to three of the tenderer’s most relevant/comparable assignments in the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.
