Oslo kommune v/ Bymiljøetaten

The main intention of the procurement is to ensure annual systematic control of selected foreign plant species with a very high ecological risk, so that these are reduced in amount and the number of occurrences, as well as preventing further spread of them.
In the long term, the goal is to eradicate 'kjempebjørnekjeks', 'tromsøpalme', and 'kjempespringfrø' and to reduce the occurrence of 'russesvalerot' significantly. There will also be a need to map and control other foreign plant species with a high and very high ecological risk within selected areas and concrete locations in the municipality. In order to fulfil the goal and measures, all pre-defined occurrences are to be looked at on the stated dates and controlled if plants are found, and the number of plants that are found are to be registered before control was carried out (0 is also a number). This must be reported in the attached registration form.
Oslo Municipality, c/o the Agency for Urban Environment would thus like to enter into a contract with a tenderer that can carry out this work.

The service is to be carried out in the period from when the contract is signed in 2023 until 2025. The contracting authority has the option to extend the contract for an additional one year + one year on verbatim terms.

The contracting authority reserves the right to obtain its own credit ratings. If a tenderer has valid reasons for not being able to present the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Requirement: Tenderers must have sufficient experience of a relevant nature and scope. This means, amongst other things, experience with: Controlling foreign species, including kjempebjørnkjeks/tromsøpalme, kjempespringfrø, rusesvalerot, and foreign knotweed species.

Documentation: An overview of contracts in the last 5 years where the tenderer has carried out work of a relevant nature and scope as described in the tender documentation. The summary must indicate the contracting authority, nature of the work, scope and value, as well as the time and location of execution of the work.

Requirement: Tenderers must have sufficient technical, personnel and organisational capacity to carry out assignments of an equivalent scope as that in this procurement. This means, among other things, that the tenderer should offer two supervisors who are either:

oGardener oLandscape gardener oBotanist oPlant Scientist oOr who has equivalent botanical competence. Supervisor means the resource person who will have overall responsibility for the coordination and execution of the contract works and who will otherwise ensure that the contract works are carried out in accordance with the description. The supervisor must be physically present during part of the execution of the contract work and be the contracting authority's contact person.

Documentation: A description of the tenderer's average annual workforce and the number of employees in the management in the last three years. What parts of the contract are expected to be handed over to sub-suppliers. Information on the education and professional qualifications of the supervisors.

Requirement: Tenderers must have a satisfactory quality assurance system that is appropriate for the contract work.

Documentation: A description of the tenderer's quality assurance measures. •Description of routines and methods for the execution, internal control, and documentation of the work out in the field. •Description and submission of actual parts of the tenderer's quality system, with a statement of when it was last updated. •If a tenderer is certified, a copy of a certificate issued by the certification body is to be submitted.

Requirement: Environment management measures must have been established, which ensure that the tenderer is suitable to comply with the contractual obligations for environmental regulations. This means that the tenderer must have established methods for working actively and systematically with reducing negative environmental impact from the tenderer activities related to the implementation of this contract.

Documentation: A description of the tenderer's environment management measures, hereunder a description of environmental policy, climate and environmental goals, conformity assessment and measures and procedures with continual improvement measures. If a tenderer has certificates from independent bodies documenting the environment management system relevant to the contract work, these can be submitted as documentation. The contracting authority refers in this connection to the EMAS (Eco-Management and Audit Scheme), or other acknowledged environment management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme or equivalent, or other environment management standards that are based on relevant European or international standards from accredited bodies, e.g., ISO 14001 or equivalent. Tenderers must note the following provision in the public procurement regulations § 16-10, 5th paragraph: 'If a supplier will rely on the capacity of other entities to fulfil the education and professional requirements, cf. § 16-6 first paragraph, letter f, or the requirements for relevant professional experience, these entities must
