The procurement of a shared system for reuse (hereafter referred to as "the system") for the municipality's organisations will be an important tool to support a change in practice throughout Oslo Municipality, from consumption and new purchases to reuse and a more circular economy. The requested system will be a platform where products can be exchanged, reused and shared internally for the organisations in Oslo Municipality. Furthermore, there is a need for functionality that allows an overview, organisation and planning of the products.
The requested system uses a cloud service as the delivery model, including SaaS, with operation and maintenance in the tenderer's environment.

Kort beskrivelse:
To summarise, the system will facilitate efficient communication and internal distribution of products for Oslo Municipality.
In general, the system is required to contain modules with functionality for a "marketplace" and management support. A "marketplace" means that the system must support interaction between the Contracting Authority's organisations and facilitate easy registration of products and needs within different product groups (by the organisation that dispatches the products) and reservation (by the organisation that wants to receive the products).

Management support means that the system must provide an overview of products and tools that allow for the planning and organisation of products. In connection with management support in the system, it is a requirement that products can be "labelled" so that the individual products are linked to the system.

Beskrivelse av fornyelser:
The contract duration is 3 (three) years calculated from the Delivery Day. The Contracting Authority reserves the right to extend the agreement for a further two (2) years at a time up to two (2) times, then for a further one (1) year. The total duration of the contract can be up to 8 (eight) years calculated from the delivery day.

Requirement: Tenderers must be a legally established company.
Documentation: Norwegian companies: Certificate of Business Registration
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation: The Contracting Authority will obtain a credit rating from Experian to evaluate economic and financial capacity.
Teknisk og faglig kapasitet:
Requirement: Tenderers must have experience from similar assignments.
Documentation: A short description of the most important deliveries in the last three years, including information on the contract´s value, delivery date, number of delivery places and the name of the contracting authority, as well as a description of the content of the assignment.
