Kort beskrivelse:
The assignment includes management of the contracting authority's power portfolio during the contract period. The assignment involves the tenderer having the overall supervision of the portfolio, including ensuring the delivery of sufficient energy to cover the contracting authority's need. Also contributing to energy efficiency.

The contracting authority currently has an administration contract that involves some price securing, where our energy administrators procure electricity on behalf of the contracting authority in order to achieve a better price than spot.
The contracting authority would eventually like to develop a portfolio where parts of the annual consumption are secured. This will be vital to develop the management dialogue between the contracting authority and the tenderer, based on an analysis of the market situation at any given time.

All supply of energy must be delivered at spot prices, with the exception of volumes that, based on consultancy and strategic recommendations from the tenderer, are secured after the contract has been signed and during the agreement period.

Beskrivelse av fornyelser:
The agreement period is 1 year (one year from the intiation of the agreement) The contracting authority has an option for extending the contract for 1+1+1 years on verbatim terms.
The options will be automatically activated unless the contracting authority gives notification otherwise at the latest 3 months before the contract or option year expires. The option is then valid for 1 year at a time.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a
company register, professional register, or a
trade register in the country where the tenderer
is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
Credit assessment based on the most recent accounting figures.
The rating must be carried out by a credit information company that
has a licence to conduct such services.
The contracting authority reserves the right to collect further
credit rating or other financial information such as,
but not limited to, annual accounts including notes, the board's reports and audit reports.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Tenderers must have experience from comparable assignments and they must be suitable for carrying out the assignment in a satisfactory way.

A description of the 3 most relevant assignments in the last 3 years. The assignments must be comparable with the Contracting Authority's requirements.
The description must include the nature of the assignment, indication of the value of the assignment, time, resources used, name of client and a brief description thereof. Name, telephone no. and e-mail address to the reference projects' point of contact. The references can be contacted.

Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.
It is the tenderer's responsibility to confirm relevance through the description.
Descriptions should not exceed two A4 pages, font size 10, line spacing 1.5, normal margins 2.5.
