The aim of the review is to contribute to increased knowledge on the degree to which the current regulations contribute to sufficient physical and digital security by holding elections in the municipalities and counties. The review shall give the ministry a better basis to assess whether there is a need to regulate some requirements that can contribute to strengthening the security of the municipalities' and counties' elections in more detail in the Election Act or the election regulations, as well as assess the need to strengthen or adjust the guidance in the area. The ministry believes it is important to avoid overlapping regulations or that similar regulations allow for interpretation issues. A central part of the assignment is therefore to map to what degree the existing regulations will apply to the municipalities' and counties ́ safety work connected to election implementation. Existing rules mean all laws and regulations that meet the municipalities, not just rules for election implementation. Today it is not possible to vote electronically in Norwegian elections. The Ministry would like an independent part of the assignment to be carried out an assessment of how any implementation of electronic voting will affect the safety picture and regulation of safety in the election implementation. The assignment is divided into two parts, with part 2 building on the results of part 1. Part 1 is the largest part of the assignment and means that the tenderer shall carry out a mapping of existing regulations and analyse how it can be facilitated for the best possible security and preparedness in the municipalities ́ election implementation. This shall provide the Ministry with a basis for investigating whether there are areas where there is a need to regulate security further or offer increased guidance. The estimated value of the procurement is up to NOK 1,500,000 excluding VAT. The estimated value is not binding for the contracting authority.
