Hovedtrekk ved prosedyren:

The framework agreement shall cover the contracting authority ́s need for construction contractor and artisan services in Bardu, Målselv and Sørreisa municipalities. Assignments that are in Mauken/Blåtind will not cover any extra travel allowance if the assignment is in Balsfjord municipality. The framework agreements shall cover all types of contractor services within buildings as mentioned in the main chapters from NS 3420.E., maintenance and renovation of existing buildings, such as internal surfaces, roofing (minor works), facades, changing windows/doors, alterations to existing buildings and asbestos clearance to a smaller extent.

The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above. Minimum qualification requirements If using sub-contractors to fulfil the qualification requirements (Requirements for technical and professional qualifications and/or requirement for economic/financial position), this point shall also be completed.

Tenderers shall have their tax and duty payments in order - 'Tax and VAT certificate' (RF-1316). The certificate can be ordered via www.altinn.no. The certificate shall not be older than 6 months from the tender deadline. (only for Norwegian tenderers)

Tenderers shall have solid finances which means that the tenderer has the capacity to handle a framework agreement of this size…

… I - Credit assessment of the tenderer, not older than 6 months calculated from the expiry of the application deadline. The credit rating shall include an assessment of the tenderer's payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

… II - The tenderer shall document annual minimum turnover for the area this framework agreement applies to the last 2 fiscal years of NOK 60 million. This shall be done either by presenting accounting figures from two available annual accounts showing the tenderer's turnover. Or by the accounts key figures stated in the credit rating. A new submission is not required. The requirement is per annum and not average. If the area that the tenderer sells goods/services is not excluded within the area, an account shall be given that the minimum requirement is met.

Tenderers (as a company) shall have the necessary experience and competence with the execution of work of an equivalent size and complexity. - List of relevant reference projects and framework agreement contracts (minimum 5) carried out during the last five years for companies. A brief description of the projects and their sizes shall be given. The type of call-offs and the size of the max/min shall be described for framework agreements.

Tenderers shall have the necessary capacity/personnel to hold call-offs on the framework agreement II - An overview shall be enclosed of the number of employees and the categories of personnel who have relevant competence to carry out the contract ́s different skilled workers. The description shall be in: Part I - annex 1.10 - the tenderer ́s documentation of trade capacity. See also annex 8A - security.
