The Agency for Buildings and Property shall enter into a framework agreement for ventilation works and the delivery of filters for Bergen municipality ́s buildings. The objective of the procurement is to ensure reliable and energy efficient ventilation in the Contracting Authority's buildings, professional execution of ventilation works and stable access to air filters. The framework agreement comprises a number of different assignments within ventilation services, including: - Installation, replacement and maintenance of ventilation installations - Expansion and alteration of existing ventilation channels - Replacement of aggregates - Balancing - Measuring CO2 - Measuring noise and air amounts (before and after replacing the ventilation system) - Cleaning of ventilation channels.- Mapping the municipality ́s need for service of ventilation installations.- Mapping the municipality ́s need for filter replacements. On-going maintenance and minor repairs will be ordered as these are reported to the contracting authority, typically from the users of the buildings. The procurement also includes the delivery of both air filters and ventilation equipment. Two sub-contracts shall be awarded: Sub-contract 1 includes work and delivery of filters in the Bergenhus, Årstad, Åsane and Arna districts, sub-contract 2 includes work and delivery of filters in Fana, Ytrebygda, Laksevåg and Fyllingsdalen town areas. The total estimated contract value for the two sub-contracts is NOK 45,000,000 per annum (excluding VAT). This is equivalent to an estimated total contract value of NOK 180,000,000 over a four year period (excluding VAT). The total upper roof for withdrawals under the framework agreement is NOK 198,000,000 (excluding VAT) over four years. Sub-contract 1 is estimated to make up approx. NOK 25,000,000 per annum (excluding VAT), but sub-contract 2 is estimated to approx. Emphasis is put on the fact that the distribution of the volume of the two sub-contracts is only estimates, so that real distribution can deviate to a significant degree. The tenders apply for both lots, but only one contract shall be awarded per tenderer, so that the sub-contracts are awarded to two different tenderers. This condition will be withdrawn if the contracting authority only receives one valid tender offer from one tenderer and that tenderer is qualified to handle both lots. Tenderers who are not registered in the above register must present a certificate or confirmation (equivalent company registration certificate) for registration in a trade or business register as prescribed by the law of the country where the tenderer is established. Such a certificate shall not be issued more than six months before the tender deadline.

Tenderers who do not have central approval at the time of the tender shall document that they fulfil the competence, experience and quality system requirements that apply for central certification in the mentioned development classes, including:
(1) Relevant professional management,
(2) Necessary reference projects and
(3) Satisfactory quality system (ISO 9001 covers)
If the tenderer does not have central approval at the tender date, but fulfils the competence and experience requirements that apply for central certification in the mentioned development classes, the tenderer is obligated to have this in place within 3 months of signing the contract.
