Drammen municipality uses ServiceNow internally for all employees on a separate service portal. In addition modules are used for ITIL-based processes, where users can register errors on technical equipment or generally request assistance (helpdesk) and enquiries are followed-up if it is Request, Incidents, Changes etc. Separate processes have also been established for HR, including onboarding of new employees, a service in ServiceNow. The municipality currently uses the modules PSDS, ITSM, SPM, HR, CSM in ServiceNow. A assistance contract shall be established for ServiceNow that ensures access to specialised consultancy competence as well as resources to assist with everything from the development of simple user systems in ServiceNow to more complicated tasks connected to architecture, integrations, secure management, upgrading and support of the municipality ́s ServiceNow systems. The resources shall assist the municipality ́s own ServiceNow team and ensure that competence connected to what is developed is transferred to the municipality.

Hovedtrekk ved prosedyren:
A assistance contract shall be established for consultancy services for ServiceNow that ensures access to specialised consultancy competence as well as resources to assist with everything from the development of simple user systems in ServiceNow to more complicated tasks connected to architecture, integrations, secure management, upgrading and support of the municipality ́s ServiceNow systems. The resources shall assist the municipality ́s own ServiceNow team and ensure that competence connected to what is developed is transferred to the municipality. The procurement has the following main aim: To ensure access to strategic consultancy competence to support the municipality ́s commitment to ServiceNow as a tool for digitising, automating and improving work processes internally in the municipality. This includes assisting with strategic consultancy related to licence policy in a short, medium and long term perspective.   To ensure assistance with stable and efficient management of the Contracting Authority's ServiceNow body.  To ensure access to resources for the development of new systems in ServiceNow as well as assistance with maintenance and further development of already existing systems.  Ensuring assistance with major and minor upgrades (typically 2 major upgrades per annum) ensuring assistance with the municipality ́s organisation connected to project development within ServiceNow. To ensure assistance with developing new modules or increasing the use of existing modules as needed (e.g. SPM, HR, ITSM, CSM, PSDS) To ensure assistance in building the Contracting Authority's own competence and management capacity within ServiceNow with the aim of increasing self-reliance. To ensure assistance with safeguarding information security and privacy (GDPR) To ensure compliance with other laws and rules.

Rettslig grunnlag:
The procurement will be carried out in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974 parts I and part III. The contracting authority will follow the procedure open tender contest, cf. the Public Procurement Regulations §13-1 (1).
