Vinje municipality would like to procure and introduce a cloud based rota generator that can help managers in the municipal health service develop rota plans in a better and more efficient way. Three participating municipalities would like an option to enter into an equivalent contract. The participating municipalities are listed above, with organisation numbers. Vinje municipality - 964964610 Tokke municipality - 964964521 Seljord municipality - 964963738 Nissedal municipality - 964964343 The estimated value is based on a survey of the market. The estimate is based on a contract period of 6 years and takes into account that all four participating municipalities may enter into a contract. The estimate is not binding for the contracting authority.

Tokke, Seljord and Nissedal municipalities would like an option to enter into a contract for a rota generator. All participants in the competition request an option for functionality that can predict staffing needs based on previous absence trends (sick leave, holidays, leave of absence).

The contracting authority shall seek to minimise environmental impact and promote climate‑friendly solutions in its procurements. The nature of the procurement in this case is the acquisition of a digital, cloud‑based solution. The procurement also includes maintenance and further development of the digital solution. The work related to maintenance and further development can be compared to a consultancy service with minimal travel activity and is therefore considered to have an insignificant climate footprint and environmental impact. On this basis, and considering the nature of the procurement, the procurement is assessed to have an insignificant climate footprint and environmental impact, and therefore falls under the exemption rule in Section 7‑9 (5) of the Public Procurement Regulations (FOA).

Tax Certificate: Tenderers shall have their tax and duty payments in the country where the works are established. Documentation requirements: The contracting authority will obtain a tax certificate via eBevis (debts berre Norwegian tenderers). When submitting a tender via KGV, the tenderer will receive a request for approval via Altinn. If consent is not allowed, a tax certificate must be delivered manually via KGV. If so, the certificate shall be obtained from the Altinn.no. The certificate shall be valid and not older than 6 months from the deadline for receipt of tenders. Norwegian tenderers who are not obliged to pay VAT shall enclose a confirmation from the tax authorities that document this. Foreign tenderers shall present certificates from equivalent governments in their country of establishment, which document that they have legal conditions when it comes to debt tax and VAT.

Registration: Tenderers shall be registered in a company register or trade register in the country where the tenderer is established. Documentation requirements: The contracting authority can obtain a company registration certificate via eBevis (debts berre Norwegian tenderers). Alternatively, a company registration certificate must be manually submitted via KGV. Foreign companies shall present official documentation confirming registration in a trade register or company register, in accordance with the legislation in the country where the business is established.

Economy: The tenderer shall have an economic and financial solidity as the contracting authority confident that the tenderer will be financial viable during the entire contract period. Documentation requirements: Tenderers shall present an extended credit rating/report, not older than three months, from an officially approved credit rating company. The report shall be built on the last known accounting staff, and the date of the assessment must be clearly stated. The credit rating must be equal to A (credit worthy) or equivalent, measured by Bisnode Norway AS's AAA rating system - or equivalent score from another reputable rating company. The assessment shall be carried out by a credit information agency with a licence to operate such works. Negative equity capital, re-enclosed sub-contractors and bad liquidity can also be the basis for rejection in the competition. Companies that do not meet the requirements for a satisfied credit rating, including newly started companies with credit rating AN, some foreign companies or companies that have a reporting obligation to the Brønnøysund Register Centre, can compensate with alternative documentation that is equivalent to the guarantee for the execution. Such documentation shall be included as part of the tender. The contracting authority can check the credit rating against Creditsafe. The tenderer shall also enclose an annual accounts with auditor ́s report for 2023 and 2024.
