Main findings from the market dialogue.
The market dialogue shows that a requirement for at least 90% zero emission buses is ambitious, but feasible for key actors. This indicates that 90% zero emission buses are within what suppliers consider practically possible, while allowing for a limited amount of fossil-driven buses as needed. Several tenderers express that they expect clear and relatively strict environmental requirements. This supports the fact that the market is focused on considerable emphasis on the environment, and that a high minimum requirement for zero emission buses is perceived as a legitimate means.
At the same time, the market dialogue shows that some suppliers do not currently have zero emission buses, but can mobilise such material for some time. This suggests that a requirement for 90% zero emission buses should be connected to actual delivery over time, such as the share of driving kilometres in the agreement period, and thus it also retains access to handling the factual need for exceptions within the limited portion of the remaining 10%.
Why the minimum requirement is more appropriate than the award criteria
With a minimum requirement of at least 90% zero emission buses, it is ensured that all tenders that can be awarded the contract fulfil the Contracting Authority's environmental ambition. If the percentage of zero emission buses is only included as one of several award criteria, an offer with a lower zero emission bus can still be won due to a lower price or combination of a lower price and a good score on other award criteria. This puts the risk that the result will not reflect the environmental level the market can actually deliver. A minimum requirement is, therefore, a more accurate means of achieving the desired climate effect than a relative point scale, deduction model or other evaulation model.
The minimum requirement is operationalised as a requirement for a share of driving kilometres of electric buses over four years. This is easy to control through standard reporting and the accompanying sanctions possibilities. An award criteria based on the proportion of zero emission buses, preferably with a sliding scale and compound scales with gradual inclusion over several years, complicates both the evaluation and later follow-up. The risk increases so that the actual delivery deviates from what was assumed in the evaluation.
A minimum requirement therefore gives more verifiable and enforceable environmental obligations in the contract period.
The market dialogue shows that the majority of tenderers can deliver 80-95% emission free driving either as of today's date or at least with suggested formulation of the minimum requirements. By choosing a minimum requirement, a high environmental ambition level can be combined with real competition and feasibility for the supplier market.
Summarised
Evaluation of emission-free vehicles risks offers with lower offered emission-free driving at a lower price, or the combination of price and other quality elements, and that the environmental gains will be lower than the market could actually deliver. It is therefore clear that the minimum requirement gives a better climate and environmental effect as the market dialogue shows that several central suppliers can already deliver around 90-95% emission-free driving. A requirement for at least 90% driving with zero emission buses is therefore both realistic and suitable to ensure that this high level is actually achieved.
