The contracting authority for this competition is the three regional toll money companies listed below. These companies finance toll projects and operate toll collection in Norway and cooperate on technical system solutions. The three companies are: Ferde AS (org.nr. 918 012 745), Sør-Vest-NorgeVegamot AS (org.nr. 935 162 718), Midt-NorgeBompengeselskap Nord AS (org.nr. 817 919 472), Nord-Norge Companies shall enter into a contract with a winning tenderer in the competition. Ferde AS ́s contract shall include the procurement of consultancy services from the winning tenderer. Vegamot AS and Bompengeselskap Nord AS ́ contracts shall include an option for the procurement of consultancy services. The option shall be taken up if these companies would like to change the data warehouse at a later date/ join the new data warehouse in Microsoft Fabric.

The current data warehouse is a cooperation between the three toll companies Ferde AS, Vegamot AS and Bompengeselskap Nord AS. An option is therefore wanted to include Vegamot AS and Bompengeselskap Nord AS if these companies decide to switch the data warehouse to Microsoft Fabric during the total contract period, which is 10 years. These companies have the same architecture as Ferde AS. Each of the companies shall enter into a contract with the winning tenderer in the competition. Vegamot AS and Bompengeselskap Nord AS ́ contracts shall include options for commencement of the entire contract ́s extent.

Hovedtrekk ved prosedyren:
The objective of the procurement is to cover the following need for the Contracting Authority: Contracts shall be signed with one tenderer for consultancy services for the establishment of a new data warehouse using Microsoft Fabric. The new data warehouse shall replace the current existing data warehouse system. Contributions shall be made to the development of reporting systems in, for example, Power BI. Contributions shall be made to the further development of the system, and tenderers are expected to have the competence to develop machine learning algorithms, KI and training in this discipline. The latter point can also apply for other systems outside of Fabric.The system must comply with the Contracting Authority's REQUIREMENTS for GDPR, including anonymisation of data and plain routines. The offered resources must have expertise in work with large amounts of data, as well as have experience from equivalent assignments. It is required that it is the offered resources who actually carry out the assignment/provide the assistance. It is important for the Contracting Authority with close dialogue with consultants in the development phase. Therefore consultants must be physically present at the contracting authority ́s office in this phase (Fjøsangerveien 68 in Bergen, which is Ferde AS ́s office address). The Contracting Authority prefers to use Azure DevOps for project management. The contracting authority already has an architecture for Fabric, where data streams have been obtained from other systems. Scope for this assignment is the Contracting Authority's operator system. In addition to the establishment of a new data warehouse, continuous consultancy services shall be provided as needed for up to 10 years. The offered resource/offered resources must be available for the Contracting Authority from 1 March 2026.Option: The current data warehouse is a collaboration between the three toll money companies mentioned in point 1.1. An option is therefore wanted to include Vegamot AS and Bompengeselskap Nord AS if these companies decide to switch the data warehouse to Microsoft Fabric during the total contract period, which is 10 years. These companies have the same architecture as Ferde AS. Each of the companies shall enter into a contract with the winning tenderer in the competition. Vegamot AS and Bompengeselskap Nord AS ́ contracts shall include options for commencement of the entire contract ́s extent.
