The project administrator project administrator shall handle ongoing administrative assignments, coordinate meetings in the Joint Committee and the project group, cooperate with the regional and national authorities, as well as ensure communication and facilitation between different actors. The position will have a permanent office at Vestvågøy Town Hall and it requires availability in both municipalities with some travel activities. The tenderer shall assist the contracting authority with assignments such as: Contact with the government manager, the county and other regional actors. Dialogue with the Ministry of Local Government and Districts and national authorities. Facilitating experience exchange with other municipalities. Other administrative tasks that require follow-up. External professional adviceThe external consultant shall carry out mappings, reviews and assessments connected to priority areas and framework conditions for the new municipality. This includes obtaining experience from other municipality associations, dialogue with authorities, professional support for the Joint Committee and assistance with communication activities. Assignments: Mapping and reviewing priority areas and framework conditions. Experience acquisition from other municipal associations. Dialogue with the Government Manager and KDD on framework conditions and trial schemes. Professional advice and process support for the Joint Committee. The formal framework and organisation of the Municipality Association has been unanimously approved in both municipal councils, and the application has been submitted to KDD. Flakstad can be relevant as a participant, and the deliveries must be able to be adapted if more municipalities get involved. Framework agreement and distribution key A parallel framework agreement will be signed with three tenderers, who are awarded the contract and ranked. The distribution of call-offs in amounts will follow the ranking and intervals below: Supplier 1: 40-60 %Supplier 2: 30-50 %Supplier 3: 10-30 %The intervals provide flexibility and ensure that no tenderer falls below the minimum or exceeds maximum. The distribution is adjusted annually based on the actual call-off. Scope of services The tenderer shall assist the contracting authority with assignments such as: Strategic consultancy in financial restructuring, analyses and decision making documents. Organisation development, change management and resource planning. Process guidance, facilitating meetings and workshops. Preparation of communication plans and information material. Plan for integration, joint management documents and legal assessments. Competence within digitalisation, system architecture and service design. Go into the daily operation of the municipalities and ensure capacity so that the municipalities can uphold daily operations in a transition phase where resources in the municipalities are taken out in the association process to work on this.
