Hovedtrekk ved prosedyren:
Sandefjord municipality shall enter into a 4 year framework agreement for landscape gardening services and accompanying materials. The annual value is estimated to approx. NOK 2 million to NOK 10 million excluding VAT. The annual turnover on the contract will vary depending on activities, political decisions, budget situation and other framework factors, and can therefore in no way be guaranteed and encumbered with uncertainty. For the accompanying materials, this is an option that the municipality can choose to use. The municipality will, for each assignment, assess whether also materials shall be delivered together with the landscape gardening service. The aim of the contract is to cover the municipality ́s need for site gardening services. The delivery includes different types of assignments within new installations, repairs and renovations of all types of outdoor installations in accordance with requirements set forth in the competition. Major procurements (value above NOK 1,500,000 excluding VAT) can be kept out of this contract if requested by the municipality. The contracting authorities will be invited to participate in such competitions.

Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements The tenderer has sufficient financial capacity to execute the contract. Documentation: • Presentation of the company's Annual Financial Statements (last annual report to the Brønnøysund Register Centre, including the auditor's report). The contracting authority reserves the right to also request provisional figures after the last annual report, as well as annual accounts for the previous two years if it is assessed that there is a need for it.

Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Tenderers shall have experience from equivalent contracts/assignments (as well as implementation ability, scope, value and complexity). Documentation: Tenderers shall provide a list of the most important relevant deliveries in the last three years, including a description of the assignment (what they were on), information on the contracting authority, value, date and the contracting authority ́s gender neutral preferred (name, telephone number and email). The contracting authority will also be able to emphasise their own experiences with the tenderer. References must be contactable if necessary. It is the tenderer ́s responsibility to document fulfilment of the qualification requirement through their description. Personal competence/experience can be used as experience for newly established companies.

Tenderers can use the following tools, material and technical equipment to carry out the contract: Minimum qualification requirements Good implementation ability and capacity is required, including that: The tenderer must have sufficient personnel and machinery/equipment to solve the assignment. Documentation that the set requirements are met: A description of the manpower (including competence and experience) and machinery/equipment that the tenderer can use for fulfilment of the contract. As regards manpower, a minimum of 1 person at the tenderer shall have a certificate of apprenticeship as site gardener. In regards to machines/equipment, tenderers must document, as a minimum, that they have the necessary qualifications (certificate/competence) to handle the following types of relevant machines/equipment: excavator 8 - 12 tons, excavator up to 6 tons, mini excavator, tractor with loader and trailer, lorry/tipping vehicle, lorry with crane, compaction equipment, cutting equipment and soil preparation equipment.
