Appeals to the contracting authority:
Tenderers can appeal the procurement process to the contracting authority. There is no formal deadline, but any objections ought to be submitted as soon as possible.
Appeals to KOFA:
Appeals can be sent to the Appeals Board for public procurements (KOFA). Appeals must be submitted at the latest six months after the contract was signed or the competition was cancelled, cf. the KOFA regulations § 6 second section. Complaints about illegal direct procurements can be lodged for up to 2 years from when the contract is signed, cf. § 13a.
Court proceedings:
The petition for a temporary injunction must be submitted before a contract is signed. Lawsuits about knowing the contract without effect or for an administrative fine are regulated by the Public Procurement Act §§ 13 and 14. Tenderers can also claim compensation pursuant to the Public Procurement Act § 10.
Waiting period:
A waiting period of minimum 10 days will be given from notification of the award of contract decision before the contract is signed, cf. the Public Procurement Regulations § 25-1.
