The contracting authority would like to point out that some large projects in the municipality will not be included in this framework agreement. At the current time, the contracting authority is aware that the projects "Krogstad nursing home" and "Spinneriet Health Centre/emergency doctor surgery" will not use this framework agreement. The procurement will be carried out in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974 parts I and part III. The contract will be awarded in accordance with the open tender contest procedure, cf. FOA § 13-1(1). Negotiations are not allowed in this competition. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is agreed that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. The contracting authority can reject tenders that include deviations from the procurement documents, uncertainties etc., which must not be considered insignificant, cf. Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. Tenderers are required to be credit worthy and have financial solidity with a minimum credit score of A in accordance with an assessment made in CreditPro from the credit information agency Dun & Bradstreet AS. The contracting authority will obtain a credit report from Dun & Bradstreet AS. The report contains, among other things, the auditor's report, negative payment remarks, accounts and credit history, and it shall be based on the last known accounting figures. Companies not subject to credit appraisal shall present approved accounting figures showing satisfactory good credit worthiness and sufficient financial implementation ability, or any other document that the tenderer deems suitable.

Only for public goods deliveries: In the reference period, the tenderer has carried out the following important deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Tenderers shall have good experience from comparable contracts. DOCUMENTATION REQUIREMENT: Description of the tenderer's three most relevant contracts in the course of the last three years. The description must include a statement of the contract ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through Description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider. The reference projects shall be documented in a separate annex.

Minimum qualification requirements Tenderers shall have a third-party certified environmental management system that fulfils ISO 14001, EMAS, Miljøfyrtårn or equivalent environmental management standards based on relevant European or international standards from accredited bodies. Documentation requirement: Certificate issued by an independent body that documents that the tenderer is certified in accordance with ISO 14001, EMAS, Miljøfyrtårn or equivalent environmental management standards based on relevant European or international standards from accredited bodies. The contracting authority will accept equivalent certificates issued by bodies in other EEA countries.
