Kristiansand kommune
Kristiansand municipality invites tenderers to an open tender contest for consultancy services within organisation development (OU). The agreement shall cover the need for competence, capacity, sparring and external assessments in both service areas and central staff areas, including processes affecting the technology and digitalisation area. The objective of the procurement is to ensure that the municipality has access to specialist competence and independent resources when necessary, at the same time that the municipality continues its strategy of building capacity, competence and internal method comprehension.

The Public Procurement Regulations § 7-9
The obligation to make requirements or criteria on climate and environmental considerations in accordance with the procurement regulations § 7-9 does not apply, as the procurement of consultancy services for organisation development is of its nature has a climate footprint and an environmental impact that is immaterial.
The nature of the procurement, the consultancy service, has a climate footprint and environmental impact that is immaterial. The procurement includes the service of human resources. Any climate footprint in connection with the service will be outside what can be connected to the nature of the procurement.
Reference is made to the fact that "consultancy and analysis services" are in procurements that DFØ has considered to have low climate intensity. The services within organisation development are seen as a consultancy service as this involves professional advice and expertise that is delivered externally to the municipality. See also that consultancy services are characterised by an external professional offering specialised knowledge and insight. Organisation development is a form of professional consulting and support that corresponds with the definition of a consultancy service.

Hovedtrekk ved prosedyren:
Kristiansand municipality is a large organisation in continuous development. Even if the municipality has recently carried out a major OU process in central staff areas, the need for organisational support and development work could still occur - both planned and unforeseen. The staff areas are experiencing an increasing demand for assistance from service areas for development, change and digitalisation processes. In order to ensure flexibility and implementation ability, we would like flexible options for purchasing specialist competence as needed. At the same time, it is a clear goal to strengthen the municipality's own professional environments, so that internal employees and managers carry out as much of the work themselves as possible – with external competence such as support, sparring partner or quality assurer as needed. The framework agreement shall ensure access to relevant OU competence, including digitalisation, technology, process improvement and organisation design. Support internal professional environments and contribute to capacity and competence building in the organisation. Provide access to top management support and strategic sparring in demanding decision making situations. Provide assistance with reviews and development work throughout the organisation. Facilitate combined teams, where the municipality does most of the work itself, whilst external assistance is used as method support, capacity or quality assurance. Ensure an independent and professional outside look when desirable or necessary.

The procurement will be made in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the public procurement regulations dated 12 August 2016 (FOA) parts I and part III. The contract will be awarded in accordance with the 'Open Tender Contest' procedure, cf. FOA § 13-1 (1). Negotiations are not allowed in this competition.
