The framework agreement shall cover UDI ́s need for research based services for return, return and reintegration, and possibly closely related disciplines. The first call-off applies to persons from Ukraine in particular. There may be a need for regular surveys of the same type as this one, aimed at displaced from Ukraine. Nevertheless, the framework agreement shall be able to cover broader knowledge needs in the field. UDI has a long-term need for knowledge, among other things, connected to the situation of Ukrainians in Norway. There are many uncertain factors: The permissions that form the basis of their stay in Norway are temporary. Moreover, the war is ongoing in Ukraine at the same time as there are talks on ceasefire. We are aware that many Ukrainians are applying for other types of permits in Norway, in order to live in Norway on a more permanent basis. It is probable that UDI will need independent knowledge about this large group for several years to come. The situation in Syria is also such that there may arise a need for knowledge related to return there. The Norwegian authorities have spent a lot of resources over a long period of time on work related to return and return. It is likely that we will have long term knowledge needs that affect this work more generally. Financing for the first call-off on the framework agreement is already in place. The first call-off will be integrated as part of the notice and evaluation. The first call-off will start in May/June 2026.
