VAV needs a new framework agreement for building materials, as the existing framework agreement expires in January 2026. The framework agreement shall cover the need for the entire VAV for building materials. The expected and maximum value of the procurement is NOK 8,000,000. A framework agreement shall be signed with one tenderer for the assignment.

Kvalitetskriterium (navn): The starting point is that the contracting authority shall weight climate and environmental considerations with a minimum of 30% under the award criteria, cf. the utilities regulations § 7-9 (2). In this procurement, there will be a minimum requirement for all transport to be undertaken by zero emission (i.e. battery electrical or hydrogen) or biogas vehicles that fulfil Euro class 6/VI. The minimum requirements set are Oslo municipality ́s standard environmental requirements for transport for goods and service procurements. In addition there are requirements for materials that shall promote climate and environmental gains. It is a requirement that the wood is produced from sustainable forestry and has sufficient biological shelf life, as well as requirements for waste management and a recycling scheme for packaging. VAV has assessed that it is clear that the climate and environmental requirements in the requirement specifications provide a better climate and environmental effect than the award criteria related to the environment. It is, therefore, possible to depart from the environment being weighted 30%, cf. FFO § 7-9 (4). It is considered that the chosen climate and environmental requirements give a better climate and environmental effect than evaluating climate and environmental requirements, as setting the minimum requirements will guarantee fulfilment of requirements that provide a positive environmental effect. The minimum requirement for using zero emissions or biogas will reduce the procurement's total climate footprint or environmental impact against, for example, being allowed to use biodiesel as fuel, which could be the case if it was instead evaluated on climate and environmental considerations.

Requirements connected to the tenderer ́s registrations, authorisations, etc.: The tenderer shall be a legally established company. Documentation requirements: * Norwegian companies: Company Registration Certificate. NB: The contracting authority will obtain company registration certificates from the brreg.no * Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Requirements connected to the tenderer ́s economic and financial capacity.: Tenderers shall have sufficient economic and financial capacity to fulfil the framework agreement. Documentation requirements: * The company's annual accounts or extracts thereof if the publication of annual accounts is required in the country where the tenderer is established. NB: Norwegian companies obtain the contracting authority's annual financial statements from brreg.no. Foreign companies can refer to an equivalent place where the Contracting Authority can obtain the Annual Financial Statements without costs. * Credit evaluation/rating, not older than 3 months, based on the last known fiscal figures. NB: The contracting authority will obtain a credit rating from CreditSafe. If the Tenderer has valid reasons (e.g. newly started companies) for not submitting the documentation required by the Contracting Authority, he can document his economic and financial capacity with any other document that the Contracting Authority deems suitable.

Requirements connected to the tenderer ́s technical and professional qualifications.:…

… Experience is required from deliveries of an equivalent nature and degree of difficulty. By an equivalent nature and degree of difficulty, we mean deliveries of building materials. Documentation requirements: An overview of relevant deliveries carried out during the last 3 years. The overview shall enter information about the contracts ́ value, date of delivery or execution and the name of the recipient.
