Hovedtrekk ved prosedyren:

The total productive forest area for the entire project is approx. 1,800,000 acres. The valuation will be carried out as a joint rate. The project also includes Statskog SF ́s areas, which make up approx. 8% of the area. Forests in protected areas shall not be assessed. The valuation shall be carried out in accordance with the "Regulation on grants for forestry planning with environmental registrations". The valuation is included in the government manager ́s main plan for forestry planning. The valuation is included in the Administrator's main plan for forestry planning. The valuation project has already been granted a partial award of nok 2.8 million from the government manager for the main project. The contracting authority shall apply to the government administrator for certification so that the project can be subsidy justified. The assignment is announced as an open tender contest without negotiations.

Tenderers are registered in a company register or a trade register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex. Minimum qualification requirements Tenderers are required to have a legally established company and registered in the company register. Such a satisfactory organisational and legal position shall be documented by the following: Company registration certificate or registration certificates in professional registers as determined by legislation in the country where the tenderer is established. The Company Registration Certificate shall not be older than six months from the tender deadline. Norwegian tenderers shall present a tax and VAT certificate from the Norwegian Tax Administration. The certificate shall not be older than 6 months from the tender deadline.

Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements Tenderers must have sufficient economic and financial capacity. This shall be documented by the following: • The company's annual accounts for the last three years including: o The Board's Annual Report o Income Statement o Balance Sheet o Notes o Auditor's Report If the tenderer believes to have valid reasons for not submitting the documentation requested by the contracting authority, he may request to prove his economic and financial position with any other document that the contracting authority can accept. If the tenderer believes to have such valid reasons, he may contact the contracting authority in writing in order to clarify which other documentation is acceptable.

Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. Minimum qualification requirements Tenderers shall give an overview of completed equivalent assignments during the last three years, including their values, dates and recipients, as well as the name and contact information of the reference persons. If there have been deviations between the agreed delivery date and the actual delivery, the reason shall be described. If the tenderer believes to have valid reasons for not presenting such an overview as requested by the contracting authority, he may contact the contracting authority in writing in order to clarify whether this is a reason that the contracting authority can accept.
