The Norwegian Parliament needs to enter into contracts for trade services. The services include assistance with the operation and maintenance of the Norwegian Parliament ́s buildings, and may also include works in the Norwegian Parliament ́s commuter flats. The contract shall cover the need for both ongoing and planned construction work, execution of projects on department and section level, maintenance assignments, daily operations and new installations. The contract includes the following disciplines: Electrician work, plumbing work, construction work and masonry work. A contract shall be signed with one tenderer per discipline (sub-contract). The contracting authority can demand co-operation between the contract parties across disciplines in the execution of the contract. The Contracting Authority reserves the right to competitive tender major contract assignments after an assessment of the project ́s total extent and complexity. This will typically be assignments where the contract work ought to, or shall, be regulated in accordance with relevant NS standards, including NS 8405, NS 8406 or NS 8407. Requirement: The tenderer shall be a legally established company. Documentation requirement: Company Registration Certificate.

Requirement: Tenderers must have the financial capacity to fulfil the contract. The credit rating must show that the tenderer is credit worthy without security. Tenderers with a rating lower than this, i.e. rating lower than B "not credit worthy", "credit worthy with security" or "all credit advised against" will be rejected from the competition. Documentation requirement: On their own initiative, the contracting authority will carry out a credit check of the tenderer who is awarded the contract. The contracting authority will use a certified credit company, including Dun&Bradstreet, when a credit check is carried out by the company.

Requirement: The tenderer shall have good experience from equivalent assignments, i.e. assignments of the same nature and scope. Documentation requirement: Tenderers shall document three relevant reference assignments that the tenderer has carried out and completed in the last five years. The reference assignments shall include information on: •Principal • The contract ́s total value. • Time period for the delivery • Short description of the delivery, with emphasis on relevance for the relevant services that shall be provided in the execution of the contract. • Reference and gender neutral preferred. The contracting authority encourages tenderers to use the attached reference assignment to ensure that all the requested information is presented. The contracting authority reserves the right to contact the stated references.

Requirement: Tenderers shall have implemented environmental management measures that ensure that the tenderer is suitable to fulfil the contract ́s environmental regulations, cf. the requirement specifications ́ requirements for climate and the environment. The tenderer shall have methods for working actively and systematically to reduce negative environmental impact in the execution of the contract. Documentation requirement: A description of the tenderer's environmental management measures. If a tenderer has certificates from independent bodies that document the environmental management system, they can be presented as documentation. Refer to the EU Scheme for Environmental Management and Environmental Audit (EMAS), other recognised environmental management systems in regulation (EF) no. 1221/2009 article 45, or equivalent, and other environmental management standards based on relevant European or international standards from accredited bodies such as ISO 14001 or equivalent.
