Evaluation of the Panorama Strategy

The Ministry of Education and Research requests an evaluation of the Panorama Strategy , the Government's Strategy for Research and Higher Education Cooperation with Brazil, Canada, India, Japan, China, Russia, South Africa, South Korea and the United States (2021-2027). Please note that Russia is no longer covered by the strategy or means under this, in line with Norway's adherence to international sanctions regimes after the Invasion of Ukraine in February 2022. The aim of the evaluation is to gain more knowledge as to whether the Panorama Strategy (2021-2027) has contributed to - a more general, long-term and target-oriented higher education and research cooperation with the strategy countries. - increased quality and relevance in Norwegian higher education, research and innovation through internationalisation, and in connection with business cooperation. The evaluation shall also assess the strategy in light of geo-political developments and how the strategy functions under the current framework conditions, with reference to the Report. St. 14 (2024-2025) Secure knowledge in an uncertain world. The Government will assess the frameworks for Norwegian research and higher education cooperation, based, among other things, on findings from the evaluation. Any revision will only be relevant if the strategy is renewed for another period. The final delivery deadline for the contract is 10.12.2026. The estimated value of the procurement is from NOK 1,500,000 excluding VAT to NOK 2,000,000 excluding VAT.
