Oslo kommune v/ Velferdsetaten
Oslo municipality, c/o RUSinfo, has been given the task of developing a self-help tool for persons who use cocaine and who wish to cease or have a more conscious relationship with their use. Because we have good experience with using the app as a self-help tool, we will develop a self-help app for mobile to fulfil the assignment. Tenderers shall maintain the app after commissioning.

The main rule in the procurement regulations § 7-9 (2) is that the contracting authority shall emphasise climate and environmental considerations with a minimum of thirty percent. Exceptions from the obligation to set environmental requirements or criteria exist if the procurement has, in its nature, a climate footprint and an environmental impact that is immaterial and this is justified in the procurement documents, cf. the procurement regulations § 7-9 (5). As the procurement concerns a service procurement where the Contracting Authority procures human resources (developers) that shall carry out an assignment, the Contracting Authority deems that the procurement, in accordance with nature, has a climate footprint and an environmental impact that is immaterial and therefore has not stated award criteria or requirements concerning climate and environment in accordance with PPR § 7-9. This is justified by the fact that any climate footprint and environmental impact associated with this procurement are beyond what can be seen as the nature of the procurement, and the nature of the procurement creates an immaterial climate footprint and an immaterial environmental impact.

Economic and financial capacity: The tenderer shall have sufficient economic and financial capacity to be able to fulfil the contract.
Documentation requirements:
The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as new information of relevance to the company's fiscal numbers. The contracting authority reserves the right to obtain credit appraisal on its own initiative.
If a tenderer has a justifiable reason (e.g. newly started company) of not submitting the documentation that the Contracting Authority has required, he can document his economic and financial capacity with any other document that the Contracting Authority deems suitable.
