The contracting authority invites tenderers to an open tender contest for secondary treatment and phosphor removal Høvringen treatment facility (HØRA). Høvringen treatment facility is one of Trondheim municipality ́s two major sewage treatment plants, and cleanses the sewage for 2/3 of the town population. The treatment plant has been operated in accordance with requirements for expanded primary purification, but in 2024 received a new discharge permit which requires secondary purification as well as a 40% reduction of phosphor. The contracting authority ́s deadline to fulfil these requirements is set to 01.01.2028. The tenderer ́s deadline is 01.12.2027.

Hovedtrekk ved prosedyren:

The implementation model is interaction with a fixed price after the interaction phase. The parties shall enter into a contract for interaction that is based on openness, trust and common goal understanding as a means of realising the project in accordance with given requirements for quality, progress and finances. After the contract has been awarded, a partnering phase (Phase 1) shall be carried out. Midway through the interaction phase (by 01.07.2026), there must be a agreed target price and a agreed process guarantee between the parties. If phase 1 achieves the targets for the interaction, the contract will go into the execution phase (Phase 2). The interaction phase will end 02.10.2026, but it can be extended in accordance with the contract ́s provisions. Phase 2 will enter into a separate contract for engineering design services and execution based on The Norwegian Standard (NS) 8407:2011, Norwegian construction contract with the changes and supplements in accordance with B2 Special contract terms.

As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex. Minimum qualification requirements Tenderers shall be legally registered in a company register or trade register in the country where the tenderer is established. Documentation requirement: Norwegian companies shall have a Company Registration Certificate. Foreign companies shall have registration certificates in professional registers as determined by legislation in the country where the tenderer is established.

Documented by: The annual accounts including notes with the board ́s and auditor ́s reports for 2023 and 2024. If the tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required, he can document his economic and financial capacity by presenting other documentation.

Only for public building and construction works: During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration. Minimum qualification requirements Tenderers must have experience with relevant projects at sewage treatment plants. Documented by: Tenderers must as a minimum describe a project from the last five years and the description shall include: Name of the project, contracting authority, including contact information, date and duration, sub-contractors/sub-contractors, short description of the project, including scope, and the tenderer's role and responsibility in the project. It is the tenderer ́s responsibility to document the relevance of the project. The contracting authority reserves the right to contact the gender neutral preferred for verification of the information.

The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Documented by: Tenderers shall present documentation demonstrating that the tenderer has procedures to carry out the assignment in an environmentally responsible manner. If a tenderer has certificates issued by independent bodies for environmental management systems or standards, it is sufficient to present these. E.g. the EU Scheme for Environmental Management and Environmental Audits (EMAS), other recognised environmental management systems in the Regulation (EF) no. 1221/2009 article 45 or other environmental management standards based on relevant European or international standards from accredited bodies. The contracting authority will accept equivalent certificates issued by bodies in other EEA countries (e.g. Eco-Lighthouse, ISO 14001).

Equivalent to 10% of the contract sum (phase 2). Security is to be reduced after the take over in accordance with NS 8407 point 7.2. If a advance payment is paid, a bank guarantee shall be provided, equivalent to the value of the advance until the value is added to the project.
