Hovedtrekk ved prosedyren:

The contracting authority intends to enter into a framework agreement with one tenderer for the purchase of bread and confectionery products. The objective of the framework agreement is to ensure fresh deliveries that function in the optimum manner for the Contracting Authority's entities. The contract will be valid for two years, with an option for 1+1 year. Maximum length of 4 years. Personalpartner AS and Moss Church Council shall have an option to join Moss municipality ́s framework agreement within 3 months from when the contract is signed. Råde Church Council shall have an option to join Råde municipality ́s framework agreement within 3 months from when the contract is signed. The procurement ́s estimated value is NOK 16,000,000 excluding VAT. VAT based on a maximum contract period of four years and the following estimated procurement volume per annum excluding VAT: - Moss municipality NOK 3,000,000 - Råde municipality NOK 500,000 - Våler municipality NOK 300,000 Estimated procurement volume for Moss municipality includes an option for Personalpartner AS and Moss Church Council. The estimated procurement volume for Råde municipality includes an option for Råde Church Council. Emphasis is put on the fact that the annual procurement volume can vary (higher/lower) and that the procurement ́s estimated value does not involve any obligations for the contracting authority. The orders will mainly come from institutional kitchens, service kitchens at nursing homes/health institutions, cafe/catering activities, nurseries and schools/before-and-after-school care. Other entities will order as needed. The framework agreement will be 'not exclusive', as the contracting authority has entered into a framework agreement that includes, among other things, bakery products and cakes. Each individual entity ́s need will decide which of the framework agreements to order from. The contracting authority reserves the right to make procurements outside of the contract when the aim is training, work training and/or other special needs at the contracting authority.
