The assignments can, thus, be from minor projects with part-time construction management over a few months to major projects with full-time construction management over 1-2 years. Minor measures are, however, often merged and developed as a contract. The framework agreements shall cover the Agency for Urban Environment ́s need for services in the discipline of construction management, beyond own resources, which currently make up 1-2 year work. The framework agreement(s) shall have a duration of two years with an option for a prolongation of the framework agreement for up to a further two years. The framework agreement ́s value including options is estimated to have a total value of approx. NOK 4 million excluding VAT per annum, total NOK 16 million excluding VAT. The Agency for Urban Environment would like to enter into parallel framework agreements with 2 tenderers for the provision of construction management services for the agency's investment projects within technical infrastructure. Construction management services for the development of public spaces/commons, development of new or rearmament of existing parks and playgrounds, walking and shortcuts, foot and cycle paths, traffic safety measures and assignments in connection with projects with constructions such as bridges and walls. The assignments can, thus, be from minor projects with part-time construction management over a few months to major projects with full-time construction management over 1-2 years. Minor measures are, however, often merged and developed as a contract. The framework agreements shall cover the Agency for Urban Environment ́s need for services in the discipline of construction management, beyond own resources, which currently make up 1-2 year work. The framework agreement(s) shall have a duration of two years with an option for a prolongation of the framework agreement for up to a further two years. The framework agreement ́s value including options is estimated to have a total value of approx. NOK 2.5 million excluding VAT per annum, totalLING NOK 10 million excluding VAT. This estimate is based on the existing service extent and is without obligation for the contracting authority and it can be subject to change. The contracting authority reserves the right to vary the commitment as needed and manage this in the ordering of each individual assignment, hereafter called call-off. The contracting authority shall have the right, but not an obligation, to announce a separate competition for construction management. This can be relevant if the project ́s size or complexity suggests that there is a need for special capacity, competence, experience or where other relevant conditions require it. Distribution mechanisms for contracts under the framework agreement will be carried out by direct call-offs or by mini-competitions. The distribution of contracts is further described in Annex 3 Administrative Regulations. The contract award criteria that the contracting authority can use to award contracts for mini competitions are described in the tender documentation. Each call-off will be regulated by: NS 8403 General contract terms for construction management assignments (the last applicable edition). Award criteria: The award criteria for the competition are price (60%) and quality (40%). Tenders shall be submitted for personnel within two disciplines: Discipline 1: Construction management for projects with disciplines within RIVeg and RIVA, e.g. roads in urban areas, foot and cycle paths and traffic safety measures. Discipline 2: Construction management for projects with disciplines within RIBygg, e.g. bridge constructions and walls. One of the offered resources (regardless of which field the resource is offered under) will also be assessed on competence for the role of SHA coordinator.
