These requirements are of such character that they are either fulfilled or not fulfilled. This gives little opportunity to grade the tenderers in a way that would have resulted in a point-based evaluation if the same conditions had been used as the award criteria. Instead, by determining them as absolute requirements, all tenderers awarded the contract must fulfil the environmental requirements completely. This gives a more binding and measurable climate and environmental effect throughout the entire contract period. Based on a concrete assessment of the nature and content of the procurement, it is therefore assessed that the use of environmental requirements in the requirement specifications gives a better climate and environmental effect than the use of climate and environment as the award criterion.
