This is justified by an unusual and unforeseen situation that has led to acute time waste:
Since January 2025 the contracting authority has announced the procurement publicly in accordance with ordinary open procedure on a total of three separate occasions. Each of these notices had to be cancelled and cancelled due to the need for significant changes in the requirement specifications, primarily to meet feedback from the market and ensure an optimal system.
This iterative process, which was not expected at the start-up, has now quickly concluded that it is no longer possible to implement a new ordinary notice with the prescribed minimum deadlines before the current delivery contract expires and the acute need for medical consumables must be covered. Any further delays will lead to a break in the critical supply chain of the health service.
The situation therefore fulfils the terms of urgent circumstances: it is unforeseen, it leads to impossibility to follow ordinary rules, and there is an urgent need to avoid operative breakdowns.
