Hovedtrekk ved prosedyren:
A framework agreement shall be signed to cover The Directorate of Public Construction and Property ́s need for pest control and control. The framework agreement is for pest control and other animals (e.g. mice, rats, beards, silverfish, birds etc.) that can occur in buildings, technical installations, pipeline networks and in general properties. Tenderers shall ensure that pest control is carried out by persons who can professionally correct and efficiently, and ensure that health or environmental damage does not occur, cf. The Regulations on Pest Control § 1-1.The scope of the work includes: Pest control Professional consultancy services for pests, including preventive activities Preventive measures against pests, such as securing buildings against rats, mice and birds Control with fibre optic equipment Removal of bol, tuber and equivalentHaste shelling for insect complaints Procurement and hire of traps and other equipment that does not require certification as a pest fighter to use Inspectors (lattice apparatuses or equivalent)Ad hoc services, where the tenderer, upon request from the contracting authority, moves out to the contracting authority ́s property to deal with acute or other pest problemsThere are further requirements in the attached requirement specification. The framework agreement shall apply for the always owned and leased properties that Statsbygg has in its portfolio in the south-east operational area. This operational area has overall responsibility for the operation and maintenance of Statsbygg ́s properties in Sør-Øst.The property portfolio for Statsbygg includes, among other things, university colleges, courts, museum and cultural buildings and other buildings for public service provision. Overview of which properties are included in the operation area south-east follows the annex Property Overview. The overview is not exhaustive. The Directorate of Public Construction and Property has the opportunity, during the contract period, to extract properties and take in new properties from the list if needed.

Tenderers are required to have a legally established company. Company Registration Certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered.

Tenderers are required to have satisfactory financial implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasised. The Directorate of Public Construction and Property will carry out a credit rating of tenderers. Tenderers may, in addition, be asked to submit auditor confirmed annual accounts.

Tenderers shall have a sufficient number of pest fighters with valid certification from the Norwegian Directorate of Health or equivalent. Tenderers must name a minimum of 5 employees who have certification. If the employees are in the list of certified pest fighters on the Norwegian Directorate of Health ́s website (Approved pest fighters - overview - Directorate of Health), it is sufficient to state the employees ́names. If the employees ́name is not in the Norwegian Directorate of Health ́s website, from the tender deadline for this tender contest, tenderers must submit documentation that they have been given by the certification authority after the last published list.

Tenderers shall have relevant experience from assignments with a comparable value to this contract. Tenderers shall provide a description of up to 3 reference assignments with comparative value in the last 3 years with information on, among other things: Contracting authority and name of gender neutral preferred (the person in question can be contacted if needed). The assignment ́s value Date and time of delivery of the services Description of the assignment It must be stated whether the works have been carried out by sub-suppliers or by the tenderer themselves. If the tenderer has not carried out the work themselves, the reference will not substantiate that the qualification requirement is fulfilled. Tenderers must, in such cases, present a commitment statement from a sub-supplier who has the relevant experience and reference projects from the sub-contractors that show that the requirement is fulfilled.
