Kvalitetskriterium (navn): New sharpened environmental requirements in the procurement regulations apply from 01.01.2024. The main rule is that climate and environmental considerations shall be weighted with a minimum of 30 percent in all procurements. The contracting authority can instead apply the award criteria set requirements, if these give a clearly better climate and environmental effect than using the award criteria.
There is a minimum requirement for emission free technology for all vehicles in class N1 (passenger cars) and N2 (goods vans with a permitted total weight of up to 7.5 tonnes). There is now good coverage and alternatives for emission-free vehicles in this weight class where the market is considered mature. In such a context, there will be no better emission technology that makes it redundant to evaluate on such parameters. As the use of award criteria is relative, it will enable tenderers to offer fuel technology with higher emissions and, however, win the competition. The use of minimum requirements therefore ensures a better climate and environmental effect than the use of award criteria.
After market surveys where all the expected machines and available fuel technology that shall be used for the contract work have been reviewed, there are also minimum requirements regarding emission free for most of the relevant machines. This means that tenderers must find and use emission free systems (i.e. battery electrical, cable electrical or hydrogen) in the contract period. Amongst other things, all the machines and all equipment that is used must be emission free. The contracting authority has exempted a few machines that they have not been able to document that there are commercially in the market, or where work operations or quality requirements in the process mean that it is not practically possible to use a zero emission alternative. In such a context, there will be no real or acceptable alternatives that could have given a better climate and environmental effect through any more fulfilment of the requirements. Emission free machines and equipment and the advantage is that they are far less noisy in the cityscape, which thus reduces local noise pollution.
Compared to the use of award criteria where the contracting authority cannot guarantee these effects, there is an inherent risk that an additional cost of an electric machinery and vehicle park cannot offset a price jump, all the time traditional fossile machines and vehicles are reasonable alternatives. In addition exempted machines shall use sustainable bio-diesel that has lower greenhouse emissions than ordinary diesel.
The requirements therefore reduce the procurement ́s total environmental footprint in a way that clearly gives a better climate effect as regards direct emissions of climate gases and reduced environmental impact.
