Hovedtrekk ved prosedyren:
Background: The centre of Sandvika east shall be reconstructed and renewed. Several existing buildings will be demolished and new buildings will be erectiond. Neighbouring streets and places shall be upgraded and adapted to the new situation. Andenæsgårdene Bærum AS (AB, partly referred to as Andenæs Eiendom, AE in some annexes) has recently built the Helgerud Block (S7 and S8) and is in the process of engineering design of the Andenæskvartalet (S5). Entra is in the process of engineering design of the Courthouse Quarter (S2). AB and Entra have jointly built basement floors (S2-3). See the annex "E.0 Overview Drawing GPI 116" and annex "E.16 Overview map place names, designations and projects". Bærum municipality (BK) shall, in this GPI contract, construct streets, spaces and technical infrastructure in Jørgen Kanitz gate, Rådmann Halmrasts vei, Kinoveien, Otto Bks plass (renamed The Station Square, but the "Station Square (OSP)" will be used in the project), parts of Willy Greiners vei (railway underpass) and Rådhustorget. Åmotbakken will probably be upgraded in a later contract, coordinated with the construction of the S5 Andenæskvartalet and a development contract with AB. The Courthouse Block (S2) includes business and office buildings as well as the Courthouse Steps and Courthouse Square. In addition Sandvika theatre and Brambanigården shall improve the building. The progress for the construction work for S2 and S5 has not yet been finalised. The last forecast for S5 is demolition start Q4 2026 with an unknown start of construction and completion. An extension is planned in height for RHV 10, without any propulsion being known.  BK has executed contracts with installations in a culvert under Jørgen Kanitz gate and parts of Stasjonstorget, with some measures outside the culvert. BK has also executed a contract with the construction of technical infrastructure, walls and filling in streets and places above the basement roof for the Helgerud Block (the APK contract). Temporary asphalt covers shall be established that shall be demolished in the GPI contract. See the tender documentation part 2 chapter A1.1 for further details.

The procurement is covered by the Public Procurement Act, 17 June 2016 no. 73 (LOA), public procurement regulations parts I and III, as well as the provisions in this tender documentation. The competition will be held as an open tender contest, cf. the Public Procurement Regulations § 13-1(1). The competition is announced in TED.
