The result of the climate and environment mapping shows that the procurement connected to SIEM and the development of the SOAR software has a climate footprint and an environmental impact that is immaterial, cf. the Public Procurement Regulations § 7-9 (5). Justification for exceptions from the main rule on 30 % weighting of climate and environment: The contracting authority considers that the minimum requirements for the operation of SOAR give a clearly better climate effect as they ensure a defined minimum level for energy performance and environmental management in all tenders, whilst the award criteria would not have the same guaranteed effect and could have resulted in large variations between the tenders. § 7-9 fourth paragraph of the first sentence will therefore be used in this procurement.
