Hovedtrekk ved prosedyren:
The scheme with veterinary guards is established in accordance with the Act from 15 June 2001 no. 75 on veterinary surgeons and other animal health personnel (§ 3a). The aim is to ensure that clinical guard services are established for veterinary surgeons in all parts of the country, so that necessary veterinary help is available outside ordinary working hours. The veterinary duty is a central part of the stand-by against serious infectious animal diseases and is important for maintaining good animal welfare. In order to ensure an appropriate distribution of shifts, the duty district would like to enter into a contract with five veterinary surgeons. A minimum of four veterinary surgeons are required for proper duty coverage and flexibility in the service. New veterinary surgeons ought to join as soon as possible in order to achieve full manpower. If no tenders are received from a minimum of four qualified tenderers, the duty district will hold a supplementary competition in the contract period. The duty district covers Karasjok and Kautokeino municipalities. Karasjok is the host municipality and is responsible for following up agreements and contact with veterinary surgeons. In Karasjok municipality there are 4 use with cattle (both milk production and meat production), 3 use for sheep farming, as well as 7 stables with horses. In addition there are various other animal husbandry such as dogs and cats. There are also approx. 40,000 reindeer that have winter pastures in Karasjok municipality. In Kautokeino there are 2 uses with cattle (77 dairy cows), 4 use with sheep farming (132 sheep), 1 use with goats (11 goats), and 2 stables with a total of 6 horses. In addition there are horses for hobby use, but the number has not been mapped. There are also various other animal husbandry such as dogs and cats. Reindeer herding is extensive, with a large number of reindeer that have winter pastures in Kautokeino municipality. The duty scheme ́s period: Weekdays: 16:00-08:00 Saturday and Sundays: 00:00-24:00Hellig- and holiday days: 00:00-24:00 The price for the security guard services is fixed and tenders shall not be submitted for a price.
