Hovedtrekk ved prosedyren:

Adequate veterinary coverage is important in regard to animal health, animal welfare and food safety and for being able to have active agriculture in the district. The agreement shall ensure clinical veterinary duty for production animals and sports and pets in Namsos throughout the entire year. The contract is intended to fulfil the municipality ́s responsibility in accordance with the Act on veterinary surgeons and other animal health personnel (the Animal Health Personnel Act) §3a. As a starting point, the municipality would like to enter into three contracts for establishing a satisfactory duty scheme, but other systems can be assessed based on the tenderers ́ capacity. The parties assume that the cooperation shall be of a long term character and that the content of the contract shall always be adapted to professional needs and requirements in accordance with the laws and regulations in the field.

Tenderers are registered in a professional register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex. Minimum qualification requirements Tenderers are required to be an authorised veterinary surgeon in order to participate in the duty scheme. Requirement documented by a self-declaration from the tenderers in connection with the tender submission. This is done directly in Mercell when answering this question. The contracting authority can subsequently of this, request the sending of the necessary documentation.

The contracting authority shall state that in Norway there are national rejection reasons. These shall be described in the procurement documents. Tenderers must respond to whether they are in one or more of the situations described in the national rejection reasons. Will the purely national rejection reasons, as stated in the relevant notice or in the procurement documents, apply?
