Hovedtrekk ved prosedyren:

The objective of this procurement is to ensure Våler municipality access to regular and needs controlled services connected to the use of a suction and flushing vehicle, as well as handling and emptying sludge. Våler municipality, hereafter called the contracting authority, needs to enter into a framework agreement with a tenderer who can offer such services in accordance with the current requirements and needs. The agreement includes maintenance and cleaning of sewage systems, including manholes, pipelines and other infrastructure related to water and sewage pumping stations. The contract also includes the collection and transport of sludge and sewage water from interceptors for sludge and from the main treatment facility in Svinndal. The extent is mainly public pipelines, but the tenderer shall be able to film service pipes from the main pipeline. The tenderer shall also handle emptying mobile toilets at municipal events and plants, as well as emptying fat separators and carrying out cleansing sand traps and drains on municipal buildings and roads. Urgent assignments such as thap of water pipes can be relevant. Tenderers are obliged to comply with the at any given time prevailing provisions in the Pollution Act §26, as well as the municipality ́s own regulations, particularly §6 emptying and handling sludge. Tenderers are also required to comply with the current regulations for transport and disposal of sludge. The tenderer is expected to always be up-to-date on changes in the law and the regulations are available via www.lovdata.no.

Rettslig grunnlag:

The procurement will be carried out in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974 parts I and part III. The contract will be awarded in accordance with the open tender contest procedure, cf. FOA § 13-1(1).
