If the figures for the last year have not been finalised at the time of the application deadline, tenderers are requested to enclose provisional accounting figures for the same year.
The contracting authority can free of charge undertake an assessment of the tenderer's economic and financial position.
Recently established companies can enclose a bank guarantee, or equivalent documentation from a bank.
If a tenderer, due to valid reasons, cannot submit the documentation requested by the Contracting Authority, he can prove his economic and financial position with another document accepted by the Contracting Authority.

Tenderers who have submitted an application by the deadline and who fulfil the conditions for obtaining a service concession for the BPA and the minimum requirements in this basis, will be granted a licence to offer the service to Kvinesdals municipality ́s inhabitants.
Applicants who are not granted a licence will receive written feedback on the basis of the rejection of the application with a deadline for appealing the decision.
