Tenderers are required to have sufficient financial ability to fulfil the contract. The contracting authority reserves the right to obtain further information that is deemed necessary to assess the tenderer's economic and financial position. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.
Minimum qualification requirements
Tenderers shall have experience and good references from equivalent contracts/assignments. Documentation: Tenderers shall enclose a list of the most important relevant deliveries during the last three years, including information on the value, date and recipient (name of telephone and email). Up to 3 written references are to be attached. The stated references may be contacted if necessary.

Minimum qualification requirements
Good implementation ability is required. Documentation: Overview of the tenderer's organisation and manpower. It is accounted for:
• The company ́s organisation (organisation plan).
• Who is the responsible manager for the company
• How the assignments included in the tender shall be organised
• Staffing for the assignment (organisation chart) with names and CVs for key personnel who will carry out the assignment.
• Stand-by for uncovering services with qualified employees in connection with planned and unforeseen absences and if extra manpower is required at short notice.
• Certificate of apprenticeship or other documentation that the offered personnel have completed a security guard course as well as documentation that the personnel in question fulfil the other requirements in the Security Act of 05.01.01 no. 1 as well as the regulations on security guard services of 25.05.04 no. 787 (age, conduct etc.).

Tenderers shall have a quality management system for the services that will be provided. The concept of a quality management system is that i.a. the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement. Documentation: An account of the tenderer ́s quality management system. The account must include, among other things:
- Description of routines for training.
- Description of routines to ensure that employees always have immaculate conduct.
- A description of how to ensure compliance with the requirements set in the law and regulations on security guard services.
