The agreement only comprises consultancy and analysis services, which are services that have immaterial climate footprint and environmental impact, as the main service is the consultant ́s work efforts that result in digital reports/documents. In order to map the climate footprint and other forms of environmental impact from the nature of consultancy services, Anska anticipates that a consultant ́s climate footprint and environmental impact will be equal to the load from an average permanent employee. This will be the employee ́s need for office space and equipment, the energy consumption in the building, travel activities for work, and waste generation that contributes to the employee ́s climate footprint and environmental impact. Anska considers, however, that none of the above elements fall within the nature of the procurement, which is an analysis service. All analyses and field surveys shall follow SSV ́s hand books, including specific NS-EN standards. This means that there is little room for supplier specific and assignment related environmental and climate measures. Contact with the market shows that transport is a very small part of the scope of the agreement. The elements that are related to the species result in, in our opinion, an immaterial climate footprint and an immaterial environmental impact. Based on its assessment, Anska will use the exclusion provisions in the procurement regulations § 7-9 fifth paragraph, as the procurement is justified by nature to have a climate footprint and an environmental impact that is immaterial. Anska is therefore exempt from the obligations to weight the environment 30% or to prioritise the environment among the three highest prioritised award criteria.

Tax Certificate: Tenderers shall have their tax and VAT payments in order.  Documentation requirement: Norwegian tenderers shall submit a VAT certificate and tax certificate (RF-1316). The certificate shall not be older than 6 months from the tender deadline. Foreign tenderers must submit equivalent certificates from their own country that document that the company have their tax and duty payments in order. If the authorities in the relevant country do not issue such certificates, tenderers must submit a declaration confirming that all taxes and fees have been paid. The declaration must be signed by the treasurer.

Economic and financial capacity: The tenderer must have sufficient economic and financial capacity to carry out the assignment/contract.  Documentation requirement: Credit evaluation/rating based on the last known fiscal figures, but not older than six months. Such a rating should be carried out by a publicly certified credit rating institution, such as Bisnode, Experian or equivalent. Tenderers are requested to submit other information they believe is relevant. The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.
