The contracting authority shall enter into a framework agreement with one supplier of tyres, tyre accessories and tyre services, including tyre hotel tyres. The framework agreement shall cover the contracting authority ́s need for tyres and tyre services for our vehicle park, including i.a. tyres for passenger cars/goods vans, sanitation vehicles, lorries and site machines. The contracting authority currently has approx. 72 existing vehicles that shall be included in this agreement, as well as five construction machines. Our vehicle park is alive, i.e. the existing vehicles will leave the contract when these are no longer included in the contracting authority ́s vehicle park and new vehicles will be added during the contract period. See annex 04 Price Form, tab 'Vehicle and tyres overview' for further information on the contracting authority's vehicle fleet.

Hovedtrekk ved prosedyren:

The contracting authority will depend on the location for changing tyres in an appropriate driving distance as regards daily operation and efficient logistics of our vehicles. Tenderers shall have a minimum of 1 (one) operated tyre hotel within a maximum of 15 km from Heggstadmoen 53, 7080 Heimdal. Replacement of tyres on site machines occurs very rarely, but can occur during the contract period. In such cases the tenderer must come to the contracting authority ́s location for execution. The framework agreement will be valid for 2 years, with a unilateral option for the contracting authority to extend the framework agreement for 1+1 year. The procurement will be carried out in accordance with urgent circumstances, see the tender documentation point 1.5.

Rettslig grunnlag:

Open tender contest with urgent cases = YES. There is "no" on B-106-Procedure, when it should be YES. See the tender documentation point 1.5 in accordance with the Public Procurement Regulations. Mercell ́s choice to procedure/form is not up to date. It is not possible to select correct procedure. Mercell has been notified and have technicians on the case.
