Tenderers must have sufficient finances at the tender deadline to be able to carry out the assignment. If a tenderer has rating A or better from D&B, the tenderer is automatically qualified. The contracting authority will obtain rating reports. If a tenderer does not fulfil the rating requirement, the financial ability to fulfil the contract must be documented. Relevant documentation can be accounts, auditor's report, annual reports, financing plans or operating guarantees from a bank or parent company. Based on the received documentation, the contracting authority will decide if the tenderer is qualified to participate in the competition.

Tenderers shall have carried out comparable assignments in the near past and that can be connected to the planning and consultancy services described in point 2.2. Documented by an overview of at least three (3) similar assignments during the last five years. More than three comparable assignments may be given, in case the contracting authority estimates that the assignment is not comparable. A total of 5 similar assignments can be delivered in the last 5 years. It is not necessary to provide an overview of three similar assignments for each of the planning and consultancy services described in point 2.2, for which the tenderer would like to participate in competitions.
