Moskenes and Vestvågøy municipalities are planning an association that starts 1 January 2028 and is seeking to procure both the project administrator and external consultancy assistance to support this. The project organisation is being developed. Project administrator ́s responsibility: The project administrator shall handle ongoing administrative assignments, coordinate meetings in the Joint Committee and Project Group, cooperate with regional and national authorities, as well as provide communication and facilitation between different actors. The position will have a permanent office at Vestvågøy Town Hall and it requires availability in both municipalities with some travel activities. The aim is to procure a project administrator with responsibility for ongoing administration, progress and coordination of internal and external processes in the planned project organisation for the implementation of a approved municipal merger between Moskenes and Vestvågøy. Ongoing contact and facilitation of meetings with the Manager of State, the county and other regional development actors in Nordland.Equivalent to ongoing cooperation with the Ministry of Local Government and District and other national authorities Planning and holding meetings with other municipalities with relevant experience for the organisation and development of the new Lofoten municipality. Ongoing contact and cooperation with the communications manager and external professional consultantEvt. other administrative assignments that require follow-up as part of the ongoing work in the Joint Committee and the project organisation. The project administrator will have a permanent office at Vestvågøy Town Hall and must be available continuously in both municipalities. External professional advice: The external consultant shall carry out mappings, reviews and assessments connected to priority areas and framework conditions for the new municipality. This includes obtaining experience from other municipality associations, dialogue with authorities, professional support for the Joint Committee and assistance with communication activities The aim is to procure external consultancy and review assistance, which shall be included as a professional support resource in the planned project organisation for the implementation of a approved municipal merger between Moskenes and VestvågøøEkstern professional consultants shall attend to the following assignments: Implementation of relevant mappings, reports and assessments of relevant priority areas and possible changes to the framework conditions for the new municipality. Experience acquisition and concretisation of "good grip" from other municipalities and municipal combinations, including assessment of new models for internal organisation and development of new competence and service areas. Dialogue with the Government Manager in Nordland, The Ministry of Local Government and Districts and any other authorities on framework conditions for the development and establishment of the new municipality, including assessment of special pilot or restructuring status and concretising possible trial activities. Ongoing professional advice and process support for the Joint committee and reduced project organisation Assistance with communication activities and external profiling of the Lofot model, including ongoing assistance with the communications manager as needed for professional discussions and clarificationsEvt. other professional activities as ordered by the Joint Committee and reduced project organisationFormal frameworks and organisation: The municipal association has been unanimously approved by both municipal councils and an application has been submitted to the Ministry of Local Government and District on affiliation from 01.01.2028. The contract is subject to a final decision on affiliation in the Government, which is expected to occur in the near future.
