Hovedtrekk ved prosedyren:

The aim of the assignment is to be Statsbygg ́s calculations provider and, together with the contractor, prepare a correct target sum with sufficient quality assurance of unit prices (management framework for the execution phase). The project shall mature and develop in collaboration phase 1 and the cost picture will develop dynamically in line with the project maturity. The calculations shall have the necessary control over the project calculations. Good cooperation with the contractor's resources is seen as critical to form the basis for a successful project. The partnering phase 1 will be carried out from February/March 2026 until June 2026. So that the interaction model shall fulfil its purpose, the entire interaction group shall sit physically together in weekly workshops over a period of 1-3 days depending on needs. The exact design of the workshops ́ content and length will be agreed upon contract signing. The start-up collection will take place at Svalbard, for the remaining workshops, the collaboration contractor ́s premises are intended to meet for the interaction phase 1. There is an option for the Directorate of Public Construction and Property in collaboration phase 2. The assignment will be paid in accordance with hours used.

Organisational and legal position: Registration requirements, authorisations etc. 1. Tenderers are required to have a legally established company. 2. Tenderers are required to have certification as a staffing company from the Norwegian Labour Inspection Authority. Foreign tenderers are required to obtain certification as a manpower company from the Norwegian Labour Inspection Authority. The requirement for certification also applies for entities that the tenderer will use to fulfil the technical and professional qualification requirements. 1. Company Registration Certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered, alternatively StartBANK ID. 2. Documentation that the tenderer has certification as a staffing company from the Norwegian Labour Inspection Authority. Foreign tenderers shall document by self-declaration that the terms of approval are in place. Certification from the Norwegian Labour Inspection Authority must be presented to foreign tenderers before the contract is signed. If a tenderer will use another company to fulfil the technical and professional qualification requirements, it shall be documented that the supporting company has certification as a staffing company from the Norwegian Labour Inspection Authority.

Economic and financial capacity Tenderers are required to have satisfactory economic implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasised. The Directorate of Public Construction and Property will carry out a credit rating of tenderers. Tenderers may, in addition, be asked to submit auditor confirmed annual accounts, alternatively state StartBANK ID.

Technical and professional qualifications 1. Tenderers are required to have sufficient experience from assignments with comparative value. 2. Tenderers are required to have secure implementation ability (capacity) 1. A description shall be provided, of approx. one A4 page per project, for up to 3 reference projects in the last three years with comparative value, with information on, among other things: • The project name •Principal • type of implementation model/contract form: Turnkey contract with interaction with target sum and open book (both in interaction phases 1 and 2), or other forms. • the project ́s size in m2 and cost • The assignment ́s contract value, excluding VAT. • the company ́s assignments/role in the project • the start-up date and completion date (year) / if not completed - where one is in the project • in what phases the assignment was carried out. 2. Overview of the number of employees in the company, divided into job categories.
