Tildelingskriterier
Kvalitetskriterium (navn): Justification for use of the Public Procurement Regulations § 7-9 (4) This procurement is for the procurement of stage machinery on DNOB. The procurement ́s climate and environmental impact is climate gas emissions from the materials in the procurement, particularly steel. In addition a lot of electrical waste is produced when the plants are replaced. The stage engines will also use energy in the operational phase. Re-use assessments have been made of all electrical components, but the material has reached its lifetime and cannot be reused. The environmental requirements in the procurement are to be addressed in these climate and environmental impacts. Maximum climate gas emissions are required from the main materials in the procurement, on par with best practice in the industry. The requirements are taken from the latest version of the Green Building Alliance's green material guide. Sorting the waste is required, and minimum EI3 energy efficient engines are required. EI3 is the minimum requirement within the EU in the process industry, and it is a very good requirement to put in theatre and ballet context. The engines in this branch are not used for long periods, only for single lifts. The requirements and choices made in the initial phases, which are incorporated in the requirement specifications, will give a climate and environmental effect that is greater than any extra evaluation of environmental award criteria. Statsbygg ́s assessment is therefore that in order to reduce the climate and environmental impact of this procurement, the exclusion provision in the Public Procurement Regulations § 7-9 (4), as it is clear that the use of climate and environmental requirements has a better climate and environmental effect than the use of the award criterion as described in PPR § 7-9 (2). The Directorate of Public Construction and Property is therefore exempted from the obligations to emphasise the environment or to prioritise the environment among the three highest prioritised award criteria.

The qualification requirements are set in the competition.: Organisational and legal position The tendering party shall be required to have a legally established company. Certificate of registration, alternatively StartBANK ID. For foreign companies, the equivalent certificate as determined by legislation in the country in which the company is registered shall be required.
Economic and financial capacity The tendering party is required to have satisfactory economic implementation capacity.
The size of turnover in relation to the contract value may be emphasised. Statsbygg will conduct a credit assessment of the tendering party.
The tendering party may also be asked to submit audited annual accounts or to provide their StartBANK ID.
Technical and professional qualifications For contractors:
The tendering party shall be required to demonstrate adequate experience from assignments deemed to have transfer value.

For designers:
The tendering party shall be required to demonstrate adequate experience from assignments deemed to have transfer value.

For both contractors and designers:
Transfer value refers to experience from projects of a similar scope and size related to the installation and replacement of stage machinery and control systems.
Reference must also be made to experience of working with hydraulic systems.
For contractors:
A description totalling approximately one A4 page per project of up to a maximum of three reference projects undertaken during the past five years with justified transfer value should be submitted. Projects older than five years old may be considered.
For designers:
If the company/companies that will be responsible for the design are companies other than the executing design and build contractor (or if the reference projects for the contractor are not design and build contracts designed by the executing design and build contractor's employees), the design company/companies responsible for the design must document using approximately one A4 page per project up to a maximum of three reference projects with a transfer value undertaken in the past five years (projects older than five years may be emphasised), including the information specified below.
For both contractors and designers:

Reference projects shall include information about:
• the name and location of the project
• the contracting authority
• the technical scope and total cost of the project
• the contract value of the project
• the contract type and whether the design was created by the contractor's own employees or subcontractors
• the company's duties/role in the project
• the kick-off and completion dates (if not yet completed – please specify the stage the project is at)
• Justification explaining why the reference project is deemed to have transfer value in relation to this project

Design companies must also specify the phases in which the assignment was undertaken.
