Production and publication of the magazine "PLAN"

The Ministry of Local Government and District wishes to enter into an agreement for the total production and publication of the magazine PLAN for 2026 and 2027, with an option for a two year extension. The journal PLAN shall be an important and topical debate arena that stimulates discussion and knowledge exchange across the public sector, the private sector, nonprofits and other interested parties. In order to ensure broad accessibility and professional influence, the PLAN shall be published digitally so that all content is freely available for all. In addition a print edition of the periodical shall be published at least twice a year. The print is distributed through a paid subscription, at the same time that all content is published free and openly available to all on the magazine's website. The contract is for the production of subject and editorial content, graphical design, layout and distribution of both the paper and electronic editions, as well as subscription work. It also includes active communication through digital channels between the two main publications, such as newsletters, social media and articles on the homepage, to strengthen the periodical's role as a lively and current debate platform. The tenderer is expected to have good plans to expand the periodical's reader base and relevance through targeted initiatives and cooperation with relevant actors. The contract has an upper framework of NOK 1,500,000 per annum, excluding VAT. The total upper limit for the procurement is therefore NOK 6,000,000 excluding VAT. The contract will be valid for 2026 and 2027, with an option for a two-year extension until 2029, on the same terms as for the period 2026 –2027. Documentation requirement: Norwegian companies: Company Registration Certificate or printout from the Register of Business Units for non-registration obliged individual companies. Foreign companies: Confirmation that the company is registered in a trade or business register as prescribed by the law of the country where the company is established. The confirmation can be delivered in writing or with reference to BRIS.

Qualification requirement: Tenderers shall have sufficient economic and financial capacity to fulfil a contract of an equivalent nature and scope, where, among other things, being creditworthy without any requirement for collateral will be adequate. Documentation requirement: A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met. The credit rating shall include the credit rating degree (rating) of the tenderer - typically indicated by a rating code or brief text. The assessment shall include, or be attached, an explanation on the rating code/scale of possible rating codes. The assessment should be based on the last annual accounts.
