Norad has also been given responsibility for system development, guidance and routines for the management of grant resources for program area 03. This includes responsibility for the development, approval and operation of the joint tools for grant management. The systems shall see to the Ministry of Foreign Affairs and the needs of the embassies. The current system portfolio for grant management supports these assignments to varying degrees and it is challenging to practice reliable and effective grant management of high quality as required in the instructions. A review and a consequent market dialogue, concluded that Norad shall take responsibility for developing the digital systems themselves, the Product Designer shall contribute with the accompanying work assignments together with the two product teams. One team is responsible for creating a new digital case management system that shall replace the current systems, including migration from the old system. The other team shall create data and analysis products.
