The objective of the procurement The objective of the procurement is to ensure that Deichman Library can offer the following services: a) transport of books between Deichman Library, 22 branches and two prison libraries b) transport of books between Deichman's school collection, 182 schools and adult education centres c) transport between the store to Deichmans school collection and different nursery schools d) collection of mail to and from Deichman library in Bjørvika e) transport/freight related to remote loans The procurement is divided into two sub-contracts. The award criteria stated in the notice apply for both lots. The distribution of the award criteria is in the detailed description of each sub-contract and is also described in the tender documentation.

Kvalitetskriterium (navn): On 01.01.2024, new and sharpened environmental requirements were introduced in the procurement regulations. The main rule is that climate and environmental considerations shall be weighted with a minimum of 30 percent in all procurements.  The minimum requirements in this procurement are in the specifications, with reference to the contractual requirements for the use of zero emission or biogas vehicles. It is considered that the requirement to a greater degree ensure that the desired environmental effect is achieved, because the requirements are obligatory in contrast to the award criteria. By placing requirements in the contract, the tenderer is guaranteed an obligation to contribute to the use of emission-free vehicles throughout the entire contract period. The use of the requirements also signals to the market that Oslo municipality continues to have strict climate and environmental requirements for transport and therefore contributes to predictability for the supplier market as regards investment costs. It has also been considered that the use of climate and environmental requirements as the award criteria is not a guarantee that the tender with the best environmental gains will win. The market for zero emission or biogas vehicles is considered mature and this will give an option for a real price competition. In a mature market, it is not appropriate to use climate and environmental requirements as award criteria to separate tenderers, because all tenderers are likely to fulfil the award criteria and will receive the same points score. The effect of setting award criteria on emission free vehicles in this situation is considered minimal.

Documentation requirements: The contracting authority will obtain credit on its own initiative. If a tenderer has a justifiable reason (e.g. newly started company) of not submitting the documentation that the Contracting Authority has required, he can document his economic and financial capacity with any other document that the Contracting Authority deems suitable.

Environmental management system: Tenderers are required to have implemented environmental management measures that ensure that the tenderer is suitable to fulfil the contract ́s environmental provisions (see contract point 14.1). This means that the tenderer has methods for working actively and systematically to reduce negative environmental impact from activities connected to the execution of this contract. Documentation requirements: A description of the tenderer's environmental management measures. If a tenderer has certificates from independent bodies that document the environmental management system, they can be presented as documentation. Refer to the EU Scheme for Environmental Management and Environmental Audit (EMAS), other recognised environmental management systems in regulation (EF) no. 1221/2009 article 45, or equivalent, and other environmental management standards based on relevant European or international standards from accredited bodies such as ISO 14001 or equivalent.
