Direktoratet for samfunnssikkerhet og beredskap (DSB)

DSB shall procure a new emergency network, based on service procurements in commercial mobile networks. In order to be best prepared for the procurement, DSB needs a test and development platform that consists of both ICT infrastructure and mobile network. Relevant MCX system tenderers will be invited to connect to their services on this platform, so that DSB can test practical systems, check configurations etc. and thus be best prepared for the upcoming procurement of a new emergency network. A framework agreement shall be signed with 1 tenderer.

Ved rammeavtaler, oppgi begrunnelse for varighet som overskrider 4 år:

There is a need for a duration of longer than 4 years which will be the starting point for this type of agreements. The agreement shall serve as a tool in preparing, negotiating the contract and introducing a new emergency network. It is estimated that the new emergency network shall be in operation during 2031. The contractual relationship that will be signed will involve building up a technical environment and competence in using the test platform. This will apply for both the tenderer and DSB as the customer. It is deemed decisive to use, and build on, the values that are developed to ensure the use of the test platform as a means of good and risk reducing implementation of the procurement and implementation of a new emergency network and development of the accompanying services for the user organisations.

Requirement for economic and financial capacity.: Qualification requirement: Tenderers shall have sufficient economic and financial capacity to fulfil the contract obligations. Documentation requirement: Credit evaluation/rating based on the most recent financial figures. The credit rating shall be carried out by a credit rating company with licence to conduct this service. If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate.

Requirements for quality assurance standards and environmental management standards.: Quality assurance requirements: Tenderers shall have a quality assurance system suited to the delivery and the risks involved. Documentation requirement: This can be documented by a description of the tenderer ́s routines and measures for quality assurance. A separate description can be replaced by a valid certification iht. ISO 2008: 9001 or equivalent quality assurance certifications. Qualification requirement for environmental management standard: Tenderers shall have a system and routines for reducing the most important environmental impact of the delivery. This can be done by the products/suppliers having: Have an environmental management system in accordance with ISO14001, (e.g. Eco-Lighthouse, EMAS or equivalent that fulfil the requirements) or environmental management standard ISO 14001. Documentation requirement: This can be documented by: - Environmental management system or environmental management standard that fulfils the requirement. - Other documentation that shows that the tenderer has environmental management measures to reduce the total environmental impact.

The tenderer's experience and references.: Qualification requirement: Tenderers shall have experience from relevant and comparable deliveries. Documentation requirement: Description of the tenderer's three most relevant and comparable deliveries during the last three years. All 3 deliveries must fulfil the qualification requirements. It is the tenderer ́s responsibility to describe the deliveries in such a way that they are assessed as relevant and comparable in this competition. Use the attached template for replies.

The tenderer's capacity, resources and manpower.: Qualification requirement: Tenderers shall have sufficient capacity, resources and suitable manpower to fulfil the deliveries included in the contract. Documentation requirement: Tenderers shall describe capacity and organisation of their activities, as well as any sub-suppliers ́ activities. The description shall have a maximum of 2 A4 pages. If a tenderer will use the capacity of other companies, he shall document that he can use the necessary resources by presenting a mutually signed commitment statement, cf. point 6.2. A clear description shall be given of how much of the contract the tenderer possibly plans to put away to sub-suppliers. Use the attached template for replies.
