Kvalitetskriterium (navn): In accordance with PPR § 7-9 (2), climate and/or environmental considerations as a starting point shall be weighted at least 30% of the award criteria in the competition. The contracting authority can, however, choose to set climate and environmental requirements in the requirement specification when it is "clear" that this gives a better environmental and climate effect, cf. § 7-9 (4).
It follows from case law that, based on the purpose of the main rule and exception, "the total effect of the award criteria and the minimum requirements that must clearly be better than 30 percent weighting of the environment criteria", cf.
See the Ministry's proposal for a new § 5 b Climate and environmental considerations in Prop. 147 L (2024-2025) for a new Law on Public Procurements, where it is proposed that the requirement to weight climate and environmental considerations with a minimum of 30 percent can be replaced or combined with climate and environmental requirements in the requirement specification, if this provides a better climate and environment effect.
REG has come to the conclusion that a combination of requirements and criteria that safeguard climate and environmental considerations will clearly give the best climate and environmental effect in this competition. Tenderers are required to offer environment and climate measures instead of allowing the tenderer to offer this or not, will, thus, provide better climate and environmental effect, cf.
The contracting authority requires that the bags contain a minimum of 30% of recycled plastic, as well as the supplier and production activities being certified in accordance with ISO14001 or equivalent. The bags shall also be distributed with zero emission or biogas vehicles. In addition to this, tenderers can offer a larger share of recycled plastic in the bags, and any additional fulfilment will give points in the evaluation.
The minimum requirements are strict and ambitious and challenge tenderers to stretch. Additional fulfilment is wanted, and REG therefore considers that the competition ́s minimum requirements must be supplemented with a climate and environment criteria that is weighted 15%.

The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as new information of relevance to the company's fiscal numbers. The contracting authority reserves the right to obtain credit appraisal on its own initiative.

Hi, Two weeks ago it was discovered that the wrong starting point was used for Annex 1 Requirement Specifications and that the quality requirements given are stricter than they were meant to be. The Waste management and recycling department was made aware of this with a message. The requirement specifications were updated and published 12.01.26, and a reply was made to the message in the "Questions and Answers" function. As a result of a user error, the reply was not published, but was left as "draft". This was discovered tonight, and the answer is now published. The same error has occurred with another answer as well. Due to the errors described above and the update related to the contract period earlier today, the tender deadline has been postponed to 09.02.2026. It is very regrettable that several unwanted situations have occurred in connection with. competition and there will hopefully be no basis for either further updates or postponements.
